Randy Downs, another Advisory Neighborhood Commissioner for Ward 2, said his community supported both the streetcar extension and K Street Transitway. He said that he, too, is happy the city is focused on building more dedicated bus lanes.
Other panelists included Benjamin Brooks, an official with Whitman-Walker Health; Kate D’Adamo, who advocates for sex worker rights; Randy Downs, a Dupont Circle Advisory Neighborhood Commissioner; and Matt Nocella, a spokesperson for the D.C. Council, who discussed the contents and wording of the proposed decriminalization bill.
Among the LGBTQ Advisory Committee members attending the meeting and voting for the three resolutions were the committee’s chair, gay activist and LGBTQ Victory Fund official Reggie Greer; transgender activist and Ward 3 Advisory Neighborhood Commissioner Monika Nemeth; gay activist and Dupont Circle ANC commissioner Randy Downs; Ward 8 gay and community activist Brand Lewis; transgender activist and Casa Ruby staffer Consuela Lopez; and Brother Help Thyself former president and mayoral staffer Jim Slattery.

Randy Downs, a gay Advisory Neighborhood Commissioner from Dupont Circle and a member of the recently formed Rainbow Caucus of LGBTQ ANC Commissioners, was among the vigil speakers who criticized the D.C. government for not adequately addressing issues the group said can lead to anti-LGBT violence.
“Our government is failing us,” Downs said. “We learned a long ago that silence equals death.” Downs said that LGBTQ people in D.C. need resources and he is asking for an initial $5 million from the D.C. government to provide for them.
